How to Register with Maryland Medical Cannabis Commission (MMCC) in 2023?

Marijuana is legal in Maryland only for medical use. It is one of 38 states in the U.S. that partially recognizes weed. However, to possess and consume medical marijuana, you will need a license from the state. This is monitored and provided by the state. The otherwise use of weed for recreational and adult use is prohibited by the government with a limited exemption for non-patient residents of Maryland.

Being a resident of Maryland, falling under the age limit, obtaining approval from a medical professional, and having the required documents is enough to apply for an MMCC patient ID card.

Maryland Medical Marijuana Card State Registration Process

1. Register with MMCC (State fee $25)
The process of registration differs based on the patient’s age and accommodation. Currently, we have the following

  • Adult Patients (18+ years of age)
  • Minor Patients (Under 18 years of age)
  • Patients with special discounts
  • Caregivers

2. Obtain a written certification from a provider registered with the Commission
3. Visit a licensed Maryland dispensary

MMCC Login Must-Haves

All documents must be dated within the past 90 days.
1. A valid, accessible email account.
2. Full 9- digit Social Security Number.
3. An electronic copy of a valid government-issued photo ID.
4. Proof that the applicant lives in Maryland.
Accepted forms of Identification proofs:

  • Driver’s license 
  • State-issued photo Identification card
  • Military ID (both front and back)
  • US Passport

If the identification you provide does not identify your current address, you must also provide any two of the following documents as proof of your current Maryland address:

  • MVA registration card or title 
  • MVA change of address card​​​
  • Utility, telephone or cable/satellite TV bill
  • Bank account statement
  • Property tax bill
  • Mortgage statement or proof of home ownership (Deed, Title, Bill of Sale)
  • Major credit card bill (Visa, MasterCard, Wal-Mart, Target, etc.)
  • Residential rental contract (lease or rental contract between landlord and tenant which ​includes all signatures).
  • Selective Service Card
  • Federal, state, or local government mail issued by the state of Maryland (ie. Social Security, social services)
  • Car insurance policy
  • Paystubs (dated within 90 days)
  • W-2 statements
  • State of Maryland Health Insurance issued documents (ie. Medicaid, Medicare, Maryland Health Connection)

Photo requirements:
1. Clear, color photo of the patient’s unobscured face
2. Taken within the last six months to reflect the patient’s current appearance and feature
3. A plain white or off-white background.
4. Patient must be clothed, directly facing the camera with both eyes open, and should have either a neutral facial expression or a natural smile.
5. Must not be wearing a hat, head covering, sunglasses, or dark glasses.
6. The file must be an image file (.jpg) no larger than 3 MB in size and may not be digitally enhanced or altered in a way that changes the patient’s appearance.​

Adult Patients

  1. Complete and submit an online application.
  2. Visit the MMCC registry (OneStop Portal) ​and click Create Account under the Patients heading.
  3. Verify your email address. As soon as you have completed and submitted an online application form, a verification email will be sent to the email address provided on your application. Without performing this step, your application is not complete and will not be reviewed by the Commission.
  4. Completed applications will be reviewed by MMCC and you will receive a follow-up email advising whether or not your application has been approved.
  5. Please retain the approval email for your records. It contains your Username, which you will need to log in to the Patient registry (OneStop Portal), as well as your MMCC Patient ID Number, which your physician will need to issue your written certification for medical cannabis.
  6. Once you have a written certification, you will also need to provide your Patient ID Number when visiting a licensed dispensary to purchase medical cannabis.

Minor Patients

Minor patients are required to have at least one caregiver, who is a parent or guardian of the minor. A minor patient may have up to four caregivers, two of whom are a parent/guardian, and two additional adults over the age of 21 designated by the parent or guardian.
A minor patient’s caregiver must register with the Commission before registering the minor patient.​ The caregiver must submit an online caregiver application and be approved by MMCC before registering the minor patient. Once fully registered, the caregiver will be issued an ID Number by MMCC, which is needed to complete the minor patient application form.

  1. An electronic copy of official proof of the caregiver’s guardianship of the minor patient. Acceptable documents include the patient’s birth certificate, adoption certificate, or a court order awarding guardianship.
  2. An electronic copy of the completed and notarized Minor Patient Form​. Please download and complete the Minor Patient Form in its entirety, have it notarized, then scan or take a clear picture of the completed form.
  3. Complete and Submit the online application. The process is similar to the steps in Adult Patient registration.

A caregiver cannot remove a minor patient from their registry (OneStop Portal) account. To cancel a designation between a minor patient and a caregiver, the minor patient may remove the caregiver from his or her registry account or the caregiver can contact MMCC to request that the designation is removed.

Hospice/VA/Medicaid Patients

Patients in hospice care may elect to submit a letter from the attending hospice physician. The letter must be from the Attending Hospice Record (AOHR) physician on hospice letterhead stating that the patient is a hospice patient under their care. It may be uploaded in either .jpg or .pdf format.
If you are a qualifying patient enrolled in the Maryland Medical Assistance Program or the Veterans Affairs Maryland Health Care System, you are eligible for a waiver of the $25 fee for the patient ID card. Fill out the online patient registration form and provide the following documentation:

1. VA Enrollee

  • Individuals are required to upload their U.S. Department of Veterans Affairs id Card. The expiration date must be valid and listed on the front of the VA ID card.

2. Maryland Medical Assistance Program

  • A copy of your red and white medical assistance card from the state of Maryland is required which can be obtained by contacting the Maryland Health Connection Call Center
  • Either a​ Certificate of Creditable Coverage or an Eligibility Determination Letter from the Maryland Health Connection.
