Cannabis legalization in Arizona
Medical marijuana legalization was approved by a majority of voters in November 2010 with Proposition 203. Astonishingly only the 50.13% voting majority narrowly passed the legalization.
In 2011, the Arizona Department of Health Services finalized the initial regulations for registry identification cards and medical dispensaries.
A decade later, the Arizona state started streamlining the process after approving SB1494 in the year 2019. This bill made marijuana identification registry cards available online.

And the state also permits minor patients to access medical cards to treat their health condition with the help of a designated caregiver only!
What are the Cultivation limits in Arizona?
The Arizona state laws make it pretty clear with the statement that
“If the designated caregiver’s ID Card states that the caregiver is authorized to grow marijuana, 12 marijuana plants in a locked and enclosed facility except that the plants are not required to be in a locked or enclosed facility if they are being transported as the caregiver is also moving.”
However, as of July 2020, the state drafted new cultivation leases to encourage the distribution and growth of cannabis.
A patient can only grow under two circumstances:
- Qualified patients can cultivate up to 12 plants on their own if they do not have any licensed dispensary nearby, specifically within 25 miles of their homes.
- The marijuana plants must be cultivated in an enclosed area or closed building that is defined by the laws.
And by law, a qualified patient or designated caregiver also needs ADHS to designate the patient as a medical cannabis grower.
As of the Nov 2020s updated laws, the state has permitted the cultivation of up to 6 marijuana plants at the individual’s primary residence and 12 marijuana plants at residents where two or more individuals at least 21 years or older are residing at a time.

The qualifying conditions for obtaining a medical cannabis card in Arizona include:
Documents Required for Getting a Medical Cannabis Card in Arizona
- A valid residential proof
- The patient must be at least 18 years or older
- A qualifying medical condition
Who can become a Caregiver in Arizona?
- 21 years or older
- An Arizona state resident only
- Must provide the Arizona residence proof
- Have never been convicted of a felony.

- A caregiver’s card must be renewed every year!
- A caregiver can assist up to 5 patients at a time under a single license.
Important Note!
If you are eligible for SNAP (Supplemental Nutrition Assistance Program) assistance and have proper documentation, ADHS will reduce your application fee from $150 to $75. To reduce the application fee, you need to upload a document showing that you are currently eligible for SNAP benefits. SNAP document must have the patient’s name on it. The document will not be accepted without the name as proof of current SNAP benefits. Remember, according to A.A.C. R9-17-102(A)(5)(a) or (6)(a) or (B), fees paid on this application are not refundable.
- An Arizona Medical Cannabis Card is good for two years. To continue taking benefits, you must renew the same on time.
- After receiving the applications, the state’s Arizona Department of Health Services (AZDHS) will revert to the submitted applications within ten days of receiving completed applications.
